James 1:19-27

This passage in James is often used to instruct us in how to interact with people, but is that the main thing James is concerned with?  Throughout chapter 1 James has been dealing with a persecuted people who are not sure why they are suffering.  In their attempts to explain it we have seen James tell them that God is not a tempter, God is good, and that God will give you the ability to get through trials if you ask him.  Could this passage be more about our interactions with God than it is with people?
